BoMRA’s transformation journey began with the 2019–2024 Strategic Plan, developed with support from the World Health Organisation (WHO), aimed at establishing a functional and integrated national medicines regulatory system aligned to WHO Maturity Level 3 (ML3)
The Botswana Medicines Regulatory Authority’s strategy implementation journey which started with the 2019 – 2024 strategic plan developed with the assistance of the World Health Organisation. This first five-year plan set out to establish a stable, integrated and functional national medicines regulatory system from the ground up. This according to the WHO benchmark is termed as Maturity level 3(ML3)
The first strategic plan ended in 2024 and the Authority has now transitioned into its 2025–2030 Corporate Strategy, which carries forward the key outstanding priorities of the inaugural plan — most notably attainment of ML3, full operationalization of the National Quality Control Laboratory, and completion of the legislative reform agenda. These priorities are supported under National Development Plan 12, as well as targeted interventions under Government’s Botswana Economic Transformation Programme.
The 2019–2024 period was implemented under complex and, at times, constraining conditions. The Authority was newly established, operating within an evolving legislative framework, and required to respond to the unprecedented disruption of the COVID-19 pandemic, all within a resource-constrained environment. Notwithstanding these conditions, the Authority delivered substantial and verifiable progress against its mandate.
