INTRODUCTION
Botswana Medicines Regulatory Authority (BoMRA) is an authority set up under the Medicines and Related Substances Act (MRSA) of 2013 and was established by the Government of Botswana under the Ministry of Health to regulate the supply chain of medicines and related substances, cosmetics, and medical devices to ensure their quality, safety, and efficacy.
The Authority’s intention to establish a fully functional regulatory system (WHO maturity level 3 or better) necessitated the development and roll-out of an online system for its regulatory processes. The system is expected to improve the Authority’s operational efficiency, and in turn service delivery and turn-around-times.
The system is cloud-based, thus ensuring guaranteed accessibility from anywhere, at any time using any electronic device connected to the internet. It will allow applicants to submit applications (including attaching the required supporting documentation), receive responses to their applications, submit responses and receive regulatory decisions on their products.
The authority invites expression of interest from regulated entities for the pilot testing of BoMRA Regulatory Information Management System (BRIMS) on the following regulatory processes modules:
- Product registration and exemptions (Human, Veterinary and Complementary medicines; Medical devices & Cosmetics),
- Inspections & Licensing of Premises
- Import and export permitting
- Submission of Advertisement and Promotional materials
- Clinical Trial Applications.
PROJECT DELIVERABLES
The main deliverables of this project will be to deliver a Medicines regulatory IT system that can do the following:
The IT System is to provide BoMRA External Customers with a self-service portal that enables them to select the services they require online, get quotes and/or invoices online and pay for the services online. submit applications (or dossiers) and supporting documents online.
apply and be issued with licenses or permits online.
track the progress of their applications online.
submit import and export declarations and returns online.
lodge queries and complaints online
The piloting process will be a BoMRA facilitated training and physical testing of the portal through online submission of applications to verifying that the self service portal is working as intended. Stakeholders are expected to bring along a laptop or tablet through which they will access the system.
